An understanding of legislation regulating traditional leadership and Local Government. Essential knowledge and skills will include the following: An understanding of Intergovernmental Relations Act. An understanding of customs and culture of isiNdebele, isiZulu, SePedi, South Sotho, Tsonga/Shangaan and siSwati. Good knowledge of the Local House of Traditional Leaders. Good knowledge of Mpumalanga Traditional Leadership and Governance Framework Act, 2003, Mpumalanga Provincial and Local Houses of Traditional Leaders Act, 2005, and other pieces of legislation that have bearing on the Traditional Leadership. Sound knowledge of the Local House of Traditional Leaders, operation of committees and knowledge of computer programmes. Key Performance Areas: Facilitate, coordinate and provide administrative support to institutions of traditional leaders in the province. Facilitate the development and the transfer of payments to traditional councils in the province. Facilitate and provide administrative as well as financial support to traditional councils and local houses in line with the PFMA. Facilitate and provide the efficient logistical support to traditional council and local houses. Facilitate the management of institutional performance system. Facilitate, coordinate and manage the payment of salaries of traditional leaders. Post: Deputy Director: Provincial Committees Salary Level 12 • Salary Package: R 869 007 per annum Location: Head Office, Mbombela Ref: DD/HTL/COGTA/21 Requirements: A recognised National Diploma Degree in Public Administration/Management or an equivalent qualification coupled with 3-5 years relevant experience in traditional leadership matters. Essential knowledge and skills will include the following: Good knowledge of the Local House of traditional leaders. Good knowledge of Mpumalanga traditional Leadership and Governance Act, 2005, Mpumalanga Provincial Houses of Traditional Leaders Act, 2005, and other pieces of legislation that have bearing on the traditional leadership. Sound knowledge of the Local House of Traditional Leaders, operation of committees and knowledge of computer programmes. Good conflict management and resolution skills. Proven leadership qualities with strong strategic and operational management thinking Good report writing and communication skills. Key Performance Areas: Develop plans for the Local House of Traditional Leaders. Ensure that the Office of the Chairperson and Deputy Chairperson of the Local House of Traditional Leaders functions effectively. Provide advice to the Local House of Traditional Leaders. Attend Secretaries and the Chairpersons Forum. Prepare submissions and speeches as and when required. Provide capacity to both staff members and members .of the Local House of Traditional Leaders. Ensure that Rules and Orders of the Local House of Traditional Leaders are adhered to.Implement all resolutions of the Local House of Traditional Leaders. Oversee the smooth running of administration for the Local House of Traditional Leaders. Evaluate and enter into working relationships with external stakeholders. Conduct workshops on Bills received from the Legislature/Parliament and/or Provincial Departments. Develop strategic objectives of the Local House of Traditional Leaders. Ensure that the Local House of Traditional Leadersconduct monitor and evaluate the adherence of the Traditional Councils to the Traditional. Leadership Framework Act. Prepare budget for the Local House of Traditional Leaders. Facilitate the holding of public hearings. Ability to read and write. Knowledge of indigenous languages including English and Afrikaans. Knowledge of cleaning equipment and material. Ability to learn and work independently under pressure. A South African Drivers Licence. A relevant post qualification will be an advantage.
