Key performance areas: • Ensure alignment of SDBIP with IDP and PMS • Align Council activities and Municipal Strategy to Provincial Growth and Development Strategy (PGDS) and National Development Perspective (NSDP) • Facilitate and coordinate Local Economic Development and Tourism objectives in to the IDP process within the Municipality • Manage the development and implementation of strategy for LED and Tourism • Facilitate and coordinate investment promotion within the Municipality • Manage, facilitate and coordinate SMMEs, BEE, cooperatives and entrepreneurship development • Assist in promoting skills' development and understanding in the area of economic development • Assist with the monitoring of municipal performance in relation to LED and tourism • Facilitate the development of a holistic economic research programme aimed at boosting LED and Tourism initiative and understanding with the Municipality • Prepare business plan to source funding for the implementation of LED projects • Design and implement SMME support programmes • Manage LED, tourism functions and attend meetings as and when required • Manage and coordinate marketing plans and attend various national and provincial tourism indaba exhibitions • Liaise with Government departments, companies, NG05, CBOs and the Fezile Dabi District LED Forum. Key performance areas: • Manage the resort and oversee all staff members • Compile yearly budget and control the resort • Supervise, control and keep track of all aspects of running a resort • Ensure positive customer experiences by maintaining high-quality facilities and remedying problems • Oversee product stocking, accounting, and marketing efforts at the resort • Maintain records of employees, set goals for employees and help them achieve these goals • Schedule and lead staff meetings to regularly communicate with staff and to ensure that all resorts standards are achieved • Handle all marketing. Department: Technical Services Section: Water Services PROCESS CONTROLLERS (Steynsrus (8) & Viljoenskroon (8)) Salary: R253 165.45 per annum (Post Level 7/3 of Grade 9 Municipality) Requirements: • Grade 12 as well as NTC 4-5 Water and Wastewater Treatment or equivalent qualification, NQF level 3-4 • 3-5 years' experience and registered with DWS class Ill to IV operator certificate • Knowledge of the following: National Water Act, 1998 (Act 36 of 1998), Water Services Act, 1997 (Act 108 of 1997) • Good communication (written and verbal) skills • Computer literacy • Class operator certified (DWS) Department Water and Sanitation • A valid driver's licence. Key performance areas: • Control water qualify and be able to interpret the results and do adjustments • Ensure proper functionality of both water and waste treatment processes • Take samples and conduct analyses on routine basis • Ensure adherence to SHE rules and regulation • Monitor and control dams and reservoir levels • Ensure the optimal functioning of the plans • Conduct inspections of the network (water and sewer) pump stations • Process operations • Perform jar test and adjust chemical setting and set optimum dosage • Housekeeping • Report any mechanical and electrical defects on the plants and pump stations. Section: Project and Infrastructure Management TECHNICIAN: CIVIL Salary: R231 034.00 per annum (all-inclusive) (3-year fixed-term contract) Requirements: • An appropriate National Diploma in Civil Engineering or equivalent qualification prescribed by the Engineering Profession Act • At least 2 years' experience in Civil Engineering Services and Project Management field • Project planning and management skills • Computer literacy (MS Projects and Word, Excel, and PowerPoint) • The ability to work independently and within a team • Good verbal and written communication skills • A valid Code 08 driver's licence. Key performance areas: • Provide technical support and evaluation of projects in alignment with the Municipal IDP • Coordinate project-based capacity building informs of job creation, introduce and manage labour-intensive projects • Arrange project progress meetings with service providers • Ensure compliance with all legal aspects and conditions required from different spheres of government • Conduct site visits/meetings to ensure business plan compliance • Facilitate community liaison linkage to ensure participants • Manage cash flow and project expenditure • Verify payment certificates and prepare monthly payment schedules • Monitor and evaluate projects • Assist with other related Municipal infrastructure programmes.
