RESPONSIBILITIES • Responsible for the development and review of the PMS policy. • Responsible for the development and review of the SDBIP and to ensure alignment with the IDP and Budget. • Collate and consolidate monthly and quarterly performance reports and ensure submission to relevant council committees and relevant sector departments within specified time frames. • Collate and consolidate monthly and quarterly back to basics reports and ensure submission to CoGTA and CoGHSTA within specified time frames. Collate and consolidate Midyear and Annual reports and ensure that all legislative requirements as per the MFMA and MSA are complied. • To ensure that all municipal performance reports are placed on the municipal website and sent to relevant sector departments as per the legislative requirements. • Responsible for preparation of Audit file on predetermined objectives. • To respond to all internal and external audit queries/RFIS and COFs and provide POEs as and when required. • Liaise with municipal departments to ensure that all activities and operations are aligned with the IDP and Budget. • Responsible for coordination of the adjustment and review of the departmental scorecard with the assistance of relevant senior managers. • Manage Midyear and annual performance assessments for Senior Managers. • Collate and consolidate any municipal reports as required by relevant sector departments. • Assist in preparation of MPAC oversight preparation with regard to oversight on performance reports and provide documentation and reports as and when required within specified time frames. KNOWLEDGE • Local Government legislations • Performance management system • Writing skills • People management • Presentation skills • Computer literacy • Research methodology • Policy development DIVISIONAL MANAGER LED Location: Modimolle-Mookgophong Head Office REFERENCE: HRM/03/06/2020-2 OCCUPATIONAL CATEGORY: Middle Management ANNUAL REMUNERATION PACKAGE: R 578 767.44-- R721 067.87 YEARS OF EXPERIENCE: 5 years LED experience, of which 3 years in a supervisory level REQUIREMENTS: • Bachelor degree Development Studies/ Economics • Valid driver's licence ADDED ADVANTAGE • MFMP will be added advantage • A post graduate qualification WI be an added advantage KEY RESPONSIBILITIES • Responsible for development and review of the Municipal LED Strategy and ensure alignment with the NDP, LDP, SDF and the Waterberg District Municipality's LED Strategy. • Ensure integration of the LED Strategy with the municipal IDP and Budget. • Responsible for preparation of the quarterly LED forum. • Prepare monthly, quarterly, midyear and annual LED reports. • Monitor and support implementation of the CWP programme. • Provide support to tourism initiatives within the local municipality. • Establish, manage and evaluate local business strategic investment initiatives and projects • Registration and licensing of SMME's • Manage stakeholder relationships • Provide strategic support to the local community • Financial management of the LED Division • Human resource management of LED Division KNOWLEDGE • Local Government legislations • Performance management system • Writing skills • People management • Presentation skills • Computer literacy • Research methodology • Policy development • NDP • LDP DIVISIONAL MANAGER EXPENDITURE Location: Modimolle-Mookgophong Head Office REFERENCE: HRM/03/06/2020-3 OCCUPATIONAL CATEGORY: Middle Management REMUNERATION: R 578 767.44 - R721 067.87 YEARS OF EXPERIENCE • 5 years’ financial management experience, of which 3 years is in a supervisor capacity REQUIREMENTS • Honours Degree in Accounting/ Financial Management • Municipal Finance Management Programme • Valid driver's licence • No criminal record ADDED ADVANTAGE • A post graduate qualification such as CA(SA), CIMA or ACCA will be an added advantage.
