• Monitor progress on the turnaround strategies for projects and the enhancement of cost-effective services as targeted by the Board • Contribute towards water services development plans of new and existing customers • Ensure the provision of scientific services to internal and external customers and ensure that organisational systems are maintained and accreditation are in place • Provide oversight in the continuous study, analysis and identification of chemical and biological hazards in water sources • Assume responsibility for the General Machinery Regulations Subsection 2 (1) legal appointment as per Health and Safety legislative requirements • Be responsible for general management and leadership of the section, including performance management, training and development, recruitment, planning, budgets and the promotion of teamwork.
Requirements: • BSc degree in Civil or Built Environment qualification • Registration with ECSA as a Professional Engineer is essential, whilst a Government Certificate of Competence will be advantageous • Postgraduate qualification in Project Management in management • Minimum of 10 years' relevant project planning and implementation experience is essential of which at least 3 years must have been at senior management level • Experience in the direct management of large, complex projects with responsibility for site analysis, permitting and approvals, budget control, design, construction coordination and project scheduling • Experience relevant to water services will be advantageous • Strong leadership, planning and organisational skills, and able to handle multiple disciplines • Strong background in asset and infrastructure management • Sound knowledge of the planning and implementation of engineering projects, budgets, financial management and tariff structures • Good understanding of the legislation applicable to Public Institutions, Occupational Health and Safety, Environment and Labour • Advanced computer literacy and exceptional communication and presentation skills • Code B driver's licence. GENERAL MANAGER: OPERATIONS (5-year performance contract) (Ref. EXCO/2019/03) Reporting to the Chief Executive, the incumbent will strategically manage the Operations and Maintenance Department that includes oversight of water and wastewater service delivery and routine and preventative maintenance of infrastructure in order to contribute to the successful operation and constant improvement of Mhlathuze Water services. Key performance areas: • Provide leadership in determining and implementing the organisation's operations and maintenance strategies to ensure continuous provision of water and related services • Manage and lead the Operations and Maintenance department to meet the organisation's objectives • Ensure the contractual obligations are met with all customers in terms of water quality and quantity • Assess and motivate maintenance and capital improvements In support long-term developments • Ensure the efficient long-term effluent disposal system is operational with minimal environmental impact • Undertake high-level engagements with customers regarding current and future business opportunities • Ensure legal and environmental compliance in operations and maintenance activities • Research and recommend new programmes and services for implementation • Oversee the Occupational Health and Safety section and annum all regulatory requirements are met • Assume responsibility for the General Machinery Regulations Subsection 2 (1) legal appointment as per Health and Safety legislative requirements • Be responsible for general management and leadership of the section, including performance management, training and development, recruitment, planning, budgets and the promotion of teamwork. Postgraduate qualification in Management is desirable • Registration with ECSA as a Professional Engineer and a Government Certificate al Competence is essential • Minimum of 10 years' relevant experience and extensive knowledge of water process management and water resources availability of which at least 3 years' experience at senior management level is essential • Advanced knowledge of infrastructure maintenance, operations and functions of water distribution systems is essential • Good understanding of engineering principles • Sound knowledge of the planning and implementation of operations and maintenance projects, finance and tariff structures • Strong leadership, planning and organisational skills, and ability to handle multiple priorities • Excellent interpersonal, communication, public speaking, presentation and analytical skills • Customer service orientation • Ability to pay attention to detail • Ability to manage staff, build working relationships and motivate teams of people • Good understanding of the legislation applicable to Public Institutions, Occupational Health and Safety, Environment and Labour • Computer Literate and proficient in the use of typical operations and maintenance software packages • Code B driver's licence. INTERNAL AUDIT MANAGER (Ref. EXCO/2019/05) Reporting to the Chief Executive, the incumbent will be responsible for planning, executing and reporting on operational, financial, regulatory and compliance-related internal audits/reviews of the organisation as well as to recommend corrective actions so as to improve operations, enhance internal controls and reduce costs where possible. Key performance areas: • Develop Internal Audit Framework and policies in line with Institute of Internal Audit Standards • Establish, manage and promote the standing of the Internal Audit division within the organisation • Prepare and execute the Internal Audit Engagement work programme by ensuring that it is consistent with the scope and objectives of the audit, Mhlathuze Water policies and procedures and IIA standards and other guidelines • Be in a position to recommend the appointment of specialist legal, forensic and other experts to management and The Audit Committee as and when required • Identify deficiencies in controls to mitigate organisational risks • Prepare timely audit reports for Manco, Exco, subcommittees of the Board and the Board • Prepare objective and independent reports for the Auditor-General or National Treasury as and when requested • Provide guidance, supervision and performance management of the Interns allocated to the Internal Audit division. Requirements: • Bachelor's degree or Bachelor of Technology in Internal Audit, or Accounting or Finance • Must have completed articles with a registered audit firm • Minimum of 5 years' work-related experience in an Internal Audit Control function at a management level • Must be fully experienced with principles and practices of internal audit practice, audit techniques, applicable legislative and regulatory frameworks, PFMA, Treasury Regulations and Guidelines • Registered with the Institute of Internal Auditors (SA) or Chartered Institute of Auditors is preferred • Assertive, strong analytical, written/verbal communication, interpersonal, and relationship building skills • Ability to maintain independence, integrity and objectivity • Must be fully computer literate in MS Office • Code B driver's licence. IT MANAGER (Ref. CS/2019/01) Reporting to the GM: Corporate Services, the IT Manager will be responsible for managing the IT Unit and keeping the executive team up to date on the latest technologies that will support operational performance and business needs. Key performance areas: • Develop the Information and Communication Technology strategy for the organisation • Develop and implement IT policies and best practice guidelines • Initiate and manage complicated ICT development and upgrade projects • Manage information technology and computer systems to support all business operations • Plan, organise, control and evaluate IT and electronic data operations • Ensure security of data, network access and backup systems • Be responsible for creating and administering disaster plans that will keep the company functional in the event of a crisis • Act in alignment with user needs and system functionality to contribute to organisational performance • Be responsible for effective financial control over the IT Budget and contracts management • Work closely with business stakeholders to understand their needs and challenges and provide IT solutions • Identify problematic areas and implement strategic solutions in time • Conduct systems audits and amass their outcomes • Manage IT staff by recruiting, training and coaching employees, communicating job expectations and appraising their performance. Requirements: • Bachelor's degree in a Computer field with a major in Computer Science or Information Technology or Management Information Systems • Minimum of 5 years as an IT Manager or relevant experience • Excellent knowledge of technical management, information analysis and of computer hardware/software systems • IT certification will be an added advantage • Experience in data centre management and data governance • Hands-on experience with computer networks, network administration and network installation • Management and supervisory skills • Ability to maintain independence, integrity and objectivity • Advanced level of computer literacy • Strong communication and problem-solving skills • Code 13 driver's licence. COMPANY SECRETARY (Ref. EXCO/2019/04) The incumbent will report to the Board, and will have a functional reporting line to the Chief Executive. The position seeks an individual who will manage the processes that ensure that the organisation receives the Secretariat, Governance and Compliance support necessary to achieve its objectives. Key performance areas:• Provide advice and guidance to the Board on their rights, duties, responsibilities and powers in line with King IV, the Companies Act and all other legislation relevant to the nature of the operations of the Water Board • Ensure that the Board is aware and updated of all regulations and legislation relevant to the organisation • Supervise and manage the activities and performance outcomes of the Secretariat function • Ensure that minutes, resolutions and actionable items are accurately recorded and followed up on • Communicate all Board decisions to the relevant stakeholders • Maintain and extend if necessary the existing Charters, Codes and Policies to meet the requirements of King IV • Conduct legal compliance regulatory risk analysis and create a compliance register • Compile and review legal agreements and provide legal advice as and when required • Implement and maintain effective risk management control programmes • Formulate and communicate corporate governance strategies for the organisation. Requirements: • BCom Law, or LLB degree or equivalent degree, coupled with a minimum of 5 years' experience as a Company Secretary or Legal Advisor in a corporate environment is essential • Registration as a Chartered Secretary with the Institute of Chartered Secretaries South Africa will be advantageous • Knowledge and thorough understanding in the application of legislation and statutes relevant to the organisation especially King IV, the Companies Act, PFMA, etc. • Passim for Corporate Governance and Compliance • Good communication skills • Ability to build effective working relationships with people from diverse backgrounds • Planning and organising skills • Attention to detail • Fully computer literate and proficient in MS Office including MS Word, Outlook, Excel and PowerPoint • Business writing skills and fluency in English and isiZulu • Willingness and ability to work after hours several times a month • Code B driver's licence.
