MDDA VACANCIES Applications are invited from suitably qualified, competent and experienced candidates for the following positions at the Media Development and Diversity Agency (MDDA) to be part of the organisation in realising its developmental mandate in a dynamic, diverse and ever changing industry. The MDDA is a development agency established in terms of MDDA Act No. 14 of 2002, to help create an enabling environment for media development and diversity that is conducive to public discourse and which reflects the needs and aspirations of all South Africans; redress exclusion and marginalisation of disadvantaged communities and persons from access to the media and the media industry; and promote media development and diversity by providing support primarily to community and small commercial media projects. PREFERRED MINNIMUM QUALIFICATIONS: 8 - 10 years proven track record in formulating and implementing research and training strategies and plans; commissioning and directing research and capacity building projects. Monitoring and evaluating community media projects and managing performance information. Proven ability to develop and manage the implementation of corporate strategies. 6-8 years working experience at senior management level. Strategic capability. Provide leadership in the development and implementation of the MDDA’s strategy. Financial management. Proven ability to develop and manage budgets and expenditure. Budget forecasts and planning. Experience in aspects related to project management. Time Management: Ability to effectively and timely coordinate the submission of all organisational planning documents and performance reports. Ensure timeous reporting to all relevant stakeholders, including the Board, Minister and/or Parliament. Sound understanding of government policy:Understanding of the Public Finance Management Act (PFMA). General knowledge of government mandate and an interest in internal processes. Proven writingand facilitation skills:Excellent report-writing and ability to write high-level reports to management. Proven experience in customerrelationship management: Ability to interact and communicate with people of all levels. A proven team player. High level computer literacy. KEY PERFORMANCE AREAS: Research and Training: Identify training needs for the community media sector and develop training intervention and capacity building strategies; Lead the commissioning and analysis of research on media development and diversity; Research and monitor emerging trends and key strategic topics in community media; Analyse and present research findings to management and the Board; Identify the community media sector’s training needs with the aim to develop capacity building programmes within the media industry especially for historically disadvantaged groups; Lead coordination and analysis of policy implementation responses. Lead public submissions on legislation or regulations impacting the community media sector. Develop projects focusing on targeted media development programmes. Oversee the selection and implementation of research and training projects. Strategic Planning and Performance Monitoring: Lead and direct the development and implementation of strategic, business planning and performance monitoring and evaluation processes in the department. Facilitate the development of the multi-year strategic and business plans in line with the relevant legislation. Develop the MDDA’s annual reports. Coordinate the submission and consolidation of quarterly reports to management, Audit and Risk Committees, the Board to the Executive Authority and Oversight Bodies. Manage and review the department’s strategic management framework, in line with that of government. Monitoring and Evaluation: Lead the development and design of the organisational Monitoring and Evaluation framework, tools and systems. Develop a focused monitoring and evaluation plan for the entity. Monitor the effectiveness and impact of the MDDA. Develop quarterly M&E reports to Executive Management, Sub-Committee of the Board and the Board. Monitor and evaluate the impact of the MDDA, and all other aspects related to the mandate of the organization. Thorough understanding of the National Evaluation Policy Framework (NEPF). Provide accurate monitoring and evaluation reports on the compliance status of the community media projects (print, digital and broadcast). Monitor the impact of the MDDA grant funding on job creation, diversity and development of previously disadvantaged communities.
