MALUTI A PHOFUNG LOCAL MUNICIPALITY IS HIRING A MANGER: MUNICIPAL INFRASTRUCTURE AND TECHNICAL SERVICES
Requirements: A Bachelor's degree in Engineering/ B.Tech: Engineering or equivalent from an acceptable institution OTHER REQUIREMENTS: Computer literacy; A Valid driver's licence (EB). South African citizen or permanent residency. ADDED ADVANTAGE: A Certificate of competency as required in terms of the General Machinery Regulations, 1988; or registration with a recognised relevant engineering professional body. A Certificate in Municipal Financial Management Programme/ Programme in Management and Development for Municipal Finance (MFMP/ CPMD) as prescribed by National Treasury, Government Gazette No 29967 dated 15 June 2007 will be an added advantage. EXPERIENCE: A minimum of 5 years' experience at Middle Management level, or as programme or project manager. Three to four (3-4) years must be at a professional level/ engineering management experience. A proven successful institutional transformation record in the public or private sector. A person of honesty and integrity. KNOWLEDGE: Good knowledge and understanding of relevant policy and legislation Good knowledge and understanding of institutional governance systems and performance management Must have extensive knowledge of the public office environment Must be able to formulate engineering master planning, project management and implementation. COMPETENCIES: The Incumbent must meet the following competencies as per Notice 21 published in Government Gazette no 37245, dated 17 January 2014: Strategic direction and leadership. KEY FOCUS AREAS WILL BE: Technical and Infrastructure! Services. KEY PERFORMANCE AREAS: Develop and maintain functional and technical norms and standards from an engineering perspective. Manage condition assessments and credibility of technical information. Manage adherence to environmental and occupational health and safety aspect. Investigate proposals for innovative service delivery mechanisms and undertake feasibility studies. Compile briefing documentation-and specifications from engineering perspective. Prepare the user Assets Management Plan. Make inputs to the construction procurement strategy and the infrastructure programme management plan. Conduct post project and post occupancy evaluation. Manage people. Compile service delivery key performance indicators in terms of the IDP. Identify and plan for projects to be implemented over the MTEF. Adhere to and monitor labour intensive construction methods in terms of EPWP guidelines where appropriate. Constantly monitor progress on the implementation of projects. Prepare and submit a Division of Revenue Report every month to indicate expenditure and expenditure and progress on registered MIG project. Monitor key performance indicators contained in the project Registration Form. Submit quarterly performance reports to DPLG within thirty days after the end of each quarter. Submit the Annual Performance Assessment as requested in the DORA. Ensure that projects comply with all conditions contained in the DORA frame work.

The successful candidate will be required to sign an Employment Contract on or before assumption of duty, a Performance Agreement within 60 days of appointment and the necessary Disclosure of Financial Interest Forms as well as undergoing the necessary Security Vetting Processes; 5. The incumbent will be stationed at Maluti-A-Phofung Local Municipality's head office situated in Phuthaditjhaba, but may be deployed anywhere within the municipality depending on the operational requirements; 6.
