DIRECTOR: HUMAN SETTLEMENTS AND PLANNING To be stationed at Brits Fixed five year performance based contract Total remuneration package will be in terms of Government Gazette No. 41173 dated 10 October 2017 ((Minimum R1,035,906, Midpoint R1, 233,222, Maximum R1,430,538) per annum - Grade 6 Municipality REQUIREMENTS: Bachelor of Science Degree in Building Science/Architect/Bachelor degree In Town and Regional Planning or Development studies, or relevant qualification • Project Management certificate or Diploma, or registration as a professional planner in accordance with the planning professions Act, 2002, (Act No.36 of 2002) will be an added advantage • Candidate will be required to register and complete minimum competency qualification within a period of 18 months from date of appointment • Five years relevant experience at middle management level, • Have proven successful institutional transformation within public or private sector • Computer literacy. • Valid driver's licence and NO criminal record. KNOWLEDGE: • Knowledge and understanding of relevant policy and legislation • Knowledge and understanding of institutional governance systems and performance management • Understanding of council operations and delegation of powers, as well as- * Land and Housing Administration * Building Control * Town Planning • Good knowledge of Supply Chain Management regulations and the Preferential Procurement Policy Framework Act, 2000 (Act No. 5 of 2000) • Knowledge of geographical information system, and • Knowledge of Spatial, Town and Development Planning • Knowledge of corporate support services, including human capital management; information communication technology and council support • Knowledge of coordination and oversight of all support functions • Budget and finance management • Ability to be an innovative and strategic leader. KEY PERFORMANCE AREAS: • Lead and direct the Directorate: Human Settlement and Planning that is responsible for Town Planning, Building Control and Land and Housing Administration • Develop and continuously evaluate short and long term strategic organizational governance objectives of the Municipality. Undertake strategic planning, leadership and management of all activities of the department; • Draft and ensure implementation of departmental strategic plan and SDBIP; • Coordination of Portfolio Committee meetings and business processes and submit reports. • Development and implementation of the departmental SDBIP • Prepare and manage departmental budget. • Give inputs and support towards preparation of IDP to ensure alignment and efficient performance. • Formulate creative solutions to enhance cost effectiveness and efficiency in the delivery of services and administration of the Municipality. • Assist and support the Accounting Officer with the roles and responsibilities delegated to the Directorate. DIRECTORATE: INFRASTRUCTURE AND TECHNICAL SERVICES CHIEF ENGINEERING TECHNICIAN: ELECTRO-MECHANICAL Division: Planning and Design Salary scale: R 396 79 - (Post level 4) MINIMUM REQUIREMENTS: • National Diploma in Electrical Engineering • Must be qualified Millwright with a trade test • Management skills •Interpersonal skills • B Drivers licence • Computer literate • Minimum 5 years' experience operational management KEY PERFORMANCE AREAS: • To manage and plan daily activities of operations and maintenance of the mechanical division • ensure implementation of programmes to address maintenance of the pump stations • Install, dismantle, or move machinery and heavy equipment according to layout plans, blueprints, or other drawings • Plans and manages activities of section to ensure the delivery of Mechanical services • Establish systems, policies, procedures and processes to ensure correct working operations and practices • to ensure that the municipality complies with the legislative requirement related to electromechanical works • ensure that the budget plan is within the constraints of municipality and operational plan for the division is developed to ensure proper management of the section • ensure that the division meet objectives in line with council requirements and adequate resource are allocated
ASSISTANT MILLWRIGHT Division: Electro-Mechanical Water Salary scale; R 157 992 - (Post level 11) MINIMUM REQUIREMENTS: • N3 Mechanical engineering / electrical engineering • Minimum 3 years' experience in operations and maintenance KEY PERFORMANCE AREAS: • Assisting Millwright To manage and plan daily activities of operations and maintenance of the mechanical division • Ensure that the division meet objectives in line with council requirements and adequate resource are allocated • Assisting Millwright for Plans and manages activities of section to ensure the delivery of Mechanical services • Assisting to Install, dismantle, or move machinery and heavy equipment according to layout plans, blueprints, or other drawings • Assist in cost estimation for materials and equipment required for daily works • Ensure implementation of programmes to address maintenance of the pump stations
