LEPELLE NORTHERN WATER Lepelle Northern Water (LNW) is a Water Board established in terms of Water Services Act No. 108 of 1997 as a bulk water supply and related water services provider, operating several water purification works and wastewater treatment schemes in the Limpopo Province. Applications are hereby invited for the following vacancies:
Competencies: • Extensive knowledge on change management, engineering principles, project & programme management, strategic management, people's management and financial management • Must have experience of working in a business / public entity / public sector environment with extensive infrastructure assets • Excellent interpersonal and communication skills at all levels • Strong team leadership • Excellent negotiation, analytical, problem solving, report writing and presentation skills. Key responsibilities: Reporting to the Chief Executive, the incumbent will be responsible for: • Overseeing Projects and Planning and engineering Units • Conduct annual strategic planning • Oversee and lead the budgeting process in compliance with National Treasury guidelines, monitor the utilisation of budgets within the organisation • Develop and oversee departmental risk profile • Identify, develop and implement innovative and new business opportunities to grow the business and increase revenue • Manage the monitoring, forecasting and demand for water, and secure raw water extraction licences from DWS through applications and negotiations to ensure sufficient supply capacity • Develop, implement and manage an effective stakeholder management model and relations • Oversee the preparation and submission of monthly, quarterly departmental performance • Oversee CAPEX and OPEX budgets to ensure cost effective utilisation thereof and institutes cost control measures to ensure optimum benefit and maximum risk exposure • Identify projects, conduct feasibility studies arid preliminary design, determine institutional and social development needs • Commission final designs • Secure funding for capital projects and oversee capital projects as applicable legislations and frameworks • Develop and oversee departmental policies and procedures in line with regulations and LNW's business model • Ensures compliance with all LNW's policies and procedures requirements, code of ethics and confidentiality. DEPARTMENT: CHIEF EXECUTIVE CHIEF RISK OFFICER • LOCATION: HEAD OFFICE • (REF: HRM/21 /20) MINIMUM SALARY: R679 310,56 per annum on a D-Lower Paterson Broadband (All-inclusive). Minimum job requirements: • A 3-year Bachelor's Degree in Risk Management, Accounting or Auditing plus 5 years' experience in Risk Management / Auditing environment of which 3 years should have been at supervisory level • A postgraduate qualification in the above fields will be an added advantage • A valid driver's licence and eligibility to register with the relevant professional body is mandatory. Competencies: • Ability to communicate at different levels with good planning, organising, report writing and analytical skills • Must be computer literate (MS Word, MS Excel, MS PowerPoint, Barn Owl, SAP, IDEA, etc.) • Must have the ability to work under pressure and under no supervision • Effective management skills • Ability to work beyond normal working hours • Ability to take a hands-on approach, to advise, offer guidance and recommend practical and best practice solutions to assist the organisation in proactively solving potential threats to achieving its objectives. Key responsibilities: Reporting to the Chief Executive, the incumbent will be responsible for: • Identifying strategic, operational and potential risks utilising the appropriate tools and techniques for registration • Developing a strategic and annual ERM plan in line with framework and guidelines for implementation • Assesses, analyses and develops risk assessment methodologies, models and systems in line with IRMSA risk maturity model for implementation • Facilitates the compilation of strategic and operational risk registers for each department or unit in line with ERM frameworks and guidelines • Develops alternatives to protect against, respond to, recover from a variety of man-made and natural hazards for implementation • Decides upon risk management strategies for implementation • Assesses and maintains the risk maturity profile of the organisation • Facilitates the assessment of identified risks according to their severity rating • Facilitates the development of risk response strategies (mitigation plans) • Reports and presents all relevant ERM matters, including findings, risk positions and recommendations to the relevant stakeholders • Establishes and maintains a risk management philosophy and culture within the organisation • Develops Business Continuity Plans, Business Ethics Policies and Procedures for implementation • Compiles and manages annual budget for the unit • Compiles quarterly and annual unit performance reports for submission to the Executive Committee • Compiles quarterly and annual unit performance reports for submission to the Board • Ensures compliance with all LNW's policies and procedures requirements, code of ethics and confidentiality. POSITION: CO-OPTED MEMBER OF THE FINANCE COMMITTEE • (REF: CS/03/2020) TERM OF OFFICE AND REMUNERATION: The term of office of the appointed candidate shall be four (4) years. The remuneration shall be determined in line with the Minister of Human Settlement, Water & Sanitation's determination, and National Treasury Guidelines. Requirements: • Applicants must be in a possession of a postgraduate qualification in Accounting or Auditing. Possession of a professional qualification is compulsory (i.e. CA(SA), PA(SA), CIA) and three years' working experience • Excellent communication skills (verbal and written), extensive leadership and experience in serving on the Finance Committee, preference will be given to applicants who are serving as professionals in other government departments, public entities, private sector, academic institutions or as retired professionals • Applicants should have a working knowledge of the skills in the Water Sector in South Africa. Possess high-level business management skills, senior level experience in the governance of complex organisations. Key outputs: • The Finance Committee is expected to perform its functions as contemplated in the Water Services Act and Public Finance Management Act (PFMA). Evaluate and monitor the effectiveness, efficiency, and transparency of LNW's financial management system and recommend its approval by the Board • Review and evaluate LNW's budget and capital projects implementation plan • Evaluate investment levels and approve financial viability of all major capital projects and acquisition of infrastructure towards achievement of strategic goals and monitor financial performance against the budget etc. The Committee discharges all the responsibilities as contained in a charter in line with the Water Services Act and PFMA.
