• Registration with a recognised relevant engineering professional body • Certificate of Competency as recognised in terms of the General Machinery Regulations will be an added advantage • A valid code EB Driver's license • Knowledge: • Good knowledge and understanding of relevant policy and legislation • Good knowledge and understanding of institutional governance systems and performance management • Good understanding of Council operations and delegation of powers • Extensive knowledge of public office environment • Ability to formulate engineering master planning, project management and implementation • Good Governance • Good knowledge of supply chain management regulations and the Preferential Procurement Policy Framework act 2000 (Act No 5 of 2000) • Ability to be an innovative and strategic leader • Good facilitation and communication skills in at least two of the three official languages in the North West. Key Performance Areas: • Be accountable for the maintenance for and efficiency of the operation of electricity, water and sanitation, roads, storm water and waste management • Direct and manage staff within the Department so that they are able to meet the municipality's IDP objectives • Monitor and control budget in order to administer the MIG funds to ensure project compliance with all applicable legislation and conditions attached to the MIG • Prepare and submit report reports to the Municipal Manager to keep him/her informed of the matters relevant to all functions falling within the Department • Make provisions for the improvement of service delivery within the Municipality. Directorate: Technical Services Manager Project Management Unit (PMU) Technical Services Unit (3 Year Fixed Term Contract) Total Package: R498 991.00 - R550 000.00 p.a Requirements: • Bachelor of Science Degree in Engineering/B-Tech Engineering or equivalent • Minimum 3 years' relevant experience, experience at Middle Management level or as Programme/Project Manager • Computer Literacy • Civil Design • Good interpersonal skill and Communication skills • A valid Code B driver's license • Registration with the Engineering Council of South Africa (ECSA) or in a process of being registered is a prerequisite. Key Performance Areas: • Manage MIG Project in alignment with all principles and objectives underpinning the design of the programme as contained in the MIG Policy Framework • Ensure adherence to the labour intensive objectives as detailed in the Expanded Public Works Framework document and the related reporting requirements • Financial administration of MIG funds and financial reports within the Municipal and National Accounting System for infrastructure projects of the Municipality projects • Management including tendering, risk analysis, cost control, conducting regular project meetings, contracting and quality control • Conducting site visits/meetings to ensure compliance • Maintaining performance data on national database • Prepare tenders, verify payments certificate and prepare monthly payments • Ensure all projects meet overall planning objectives and specific key performance indicators as per approved business plan to MIG unit and prepare presentations to the provincial and National Progress meetings.
