Key performance areas: • Ensure targeted financial resource allocation and utilization as well as monitoring and facilitating infrastructure delivery and coordinating and enhancing revenue collection for sustainable service delivery to the citizens • Promote sound financial and fiscal management practices through good governance, and improve liquidity in the Province; as well as enhancing Departments, Municipalities and Public Entities' capacity and capabilities on Supply Chain Management matters • Promote Good governance in the Province through the implementation of zero tolerance on fraud and corruption through stringent Internal Auditing • Ensure effective and efficient management of special infrastructure projects and strategic cabinet approved initiatives not catered for in any other Programme • Provide advice to the MEC for Finance on the Department's performance, operations and the realization of the strategic plan for the Department as contained in the performance agreement • Provide effective and efficient administrative systems • Provide advice and support services to the MEC, CEOs of Public Entities and Municipalities in line with the relevant legislation • Ensure sound financial management of the revenue and expenditure of the Department to manage the budget as the Accounting Officer • Maintain a culture of high performance within the Province • Represent the Department at Provincial, National and International platforms from an intergovernmental perspective • Minimum Information Security Standards (MISS) and overall accountability for security at the Department. The recommended candidate will be required to produce the SMS Pre-entry certificate as offered by the National School of Government (NSG) prior to the appointment being made. This appointment is subject to the signing of an employment contract with the Premier not exceeding five (5) years' and an annual performance agreement with the MEC for Finance in the KwaZulu-Natal Province within three months of the date of appointment. The successful candidate will be required to undergo security clearance and to disclose financial interests in accordance with the prescribed regulations.
