Job Outputs: • Responsible for overall departmental performance, provides direction and makes decisions of the department in line with corporate strategy and strategy of the division; plans for the future of the department; leads the department towards a model of efficiency and best practice; provides support and guidance to managers to enable their sub-function performance; as well as overseeing and coordinating the development and implementation of multiple organisational change programs aimed at improving individual and organisational performance; monitors and reviews all aspects of JCPZ functions on projects to ensure that the quality of the cost-engineering, planning/ scheduling and contract administration effort is in accordance with the established company procedures and expectations. • Clearly outlines expected deliverables and measures • Holds team members accountable for individual performance (against agreed and expected deliverables) • Prepares for, and participates in, regular performance reviews (quarterly or as determined by the organisation) • Creates an enabling and supportive environment for the individual team members • Strives to improve cooperation and interaction between individuals in order to improve overall performance of the team • Ensure reportees have individual goals and targets set in alignment with department objectives • Ensure reportees are meeting expected targets • Mentors and supports the learning and development of managers and general staff • Communicates the value available within this department to support other departments and divisions • Builds and maintains relationships with stakeholders • Recognises the impact of engaging with stakeholders at the right level • Defines the formal and informal stakeholder liaison channels • Communicates appropriate information and status updates/ reports to relevant stakeholders • Implements identified risk mitigation measures within training sessions • Provides high level advice to the Executive on strategic planning and business opportunities, risk management and continuous quality improvement • Undertakes the development, implementation, monitoring and reporting of the Departmental Plan to meet the strategic goals and interests of the organisation • Manages all governance arrangements including special reporting committees and Departments (e.g. Finance and Audit) to ensure that governance is in line with the legislative requirements • Tender & Requisitions • Develop annual SCM strategies and ensure compliance to policies and legislation on procurement throughout JCPZ • Oversee the requisition of quotations from publishing adverts for tenders to acquisition of service/ goods • Contract Management • Managing, coordinating and administering the supplier database • Ensure legislative compliance across all contractors within the confides of SCM • Ensures adherence to legislative and parent Department guidelines (e.g. City Departments).
