ISIMANGALISO WETLAND PARK CHIEF FINANCIAL OFFICER Information Closing Date: 7 Jan 2021 Based at: iSimangaliso Wetland Park Contact Details: recruitment@isimangaliso.com Salary: R1 297 238 – R1 513 445 all inclusive Reference Number: HR-13/2020 iSimangaliso Wetland Park Authority, a renowned World Heritage Park where conservation, sustainable tourism and benefit sharing prevail, is looking for a suitably qualified and an experienced Chief Financial Officer. Reporting to the Chief Executive Officer, the successful candidate will provide strategic financial leadership to iSimangaliso in the achievement of organizational objectives through the development and implementation of financial governance and compliance practices with all accounting and regulatory standards.
Key performance areas Financial management system: Implement effective financial management system inclusive of, but not limited to: Implementation of financial management policies and procedures; implementation of an effective Supply Chain Management System; implementation of internal control mechanisms and anti-corruption measures; implementation of approved and signed delegations of authority; and ensure compliance to the financial management legislative framework (Constitution, PFMA, Treasury Regulations). Financial management reporting: Prepares and provide timely relevant reports for submission to the relevant stakeholders congruent with regulatory and legislative requirements; ensures compliance with corporate governance and other legislative provisions; leads all financial processes i.e. preparation, analysis and presentation within finance division e.g. Financial, accounting, audit, and Board feedback; Improves financial system of reporting through constant monitoring and evaluating of all reporting processes. Compilation and timely submission of accurate information in accordance with prescribed standards and formats. Financial Governance: Advise the Accounting Officer on all overall financial matters of iSimangaliso; responsible for the overall effective and efficient management of the Finance Department; implements contract management guidelines for Supply Chain Management in order to improve iSimangaliso’s procurement processes; evaluates the content, conclusions, recommendations emanating from the audit report; submits audit report to CEO and other stakeholders with commentary and recommendations, pertaining to the findings and identified control weaknesses; conducts ongoing follow up, monitoring of compliance with implemented controls and procedures; manages the development of control systems to ensure that risk is minimized; provide sound financial management advice to the accounting officer and senior managers in terms of their financial management responsibility and delegated authority. Medium Term Expenditure Framework (MTEF): Implementation of effective processes, support, and co-ordination for the compilation of the MTEF. Manage resources: Effective, efficient, and economical use of financial and other resources; prevention of unauthorised, irregular, and fruitless and wasteful expenditure; internal controls and processes to manage transfer of funds, conditional grants; safeguarding assets; and effective management of liabilities. Risk Management: Undertake a risk assessment and implement and maintain an effective risk management strategy; and strategically engage with auditors and provide appropriate and timely responses to audit queries. Strategic Management: Ensures strategic alignment of iSimangaliso with government policy in terms of vision, mission, values, ethics, policy and governance; develops medium term strategic plan and oversees implementation to achieve iSimangaliso’s mandate; ensures that all transformation components/requirements are met and aligned to the strategic plan and in compliance with legislative requirements; provides input into the capital expenditure budget needed for macro projects; develops accounting and financial policies and procedure; directs the strategic budgeting processes and allocation to align with iSimangaliso’s strategic objectives; Monitors the implementation of cost effective measures and ensures that operational expenditure is contained within the agreed budgets; Evaluates projects in establishing whether anticipated returns have been attained; defines and cascades strategic objectives from the Annual Performance Plan to departments in area of control, in consultation with the management team; guides the implementation of operational plans and the attainment of department performance targets of departments in area of control; reviews and analyses management accounts for accuracy and interpretation; consolidates and reviews accuracy of forecast packs on a quarterly basis. Human Resource Management: Manage staff and administer the performance management system for all direct reports to the CFO; and responsibility for the execution and timely delivery for outputs in the CFO’s signed performance contract; accountability to the accounting officer; ensure management team’s roles and responsibilities are clarified, performance objectives are set and managed; conducts performance reviews in accordance with policies and procedures and takes corrective actions where necessary; Ensures a management succession plan is implemented; Builds a pro-active environment where management team can take responsibility for results; manages management team in accordance with policies, procedures and legal requirements; Ensures identification of critical skills essential for sustainability of service delivery and development of succession plans.
