Key performance Areas: Build organizational capability and effectiveness through driving integral strategies and practices covering all aspects of human resources. Lead development and implementation of human resources strategies in line with current and future goals and objectives of the IUCMA. Provide related expect advisory and consultative support services to management and employees at all levels of the organization. Provide mechanisms for efficient labour peace. Provide vision and leadership for developing and implementing information technology initiatives to support the mandate of the organization. Lead planning and implementation of enterprise information systems to support the business operations of the IUCMA. Provide strategic and operational oversight on all management information systems (MIS), as well, as ensuring linkage and integration of systems, telecommunications, and related technology. Oversee management of information and records life cycle, ensuring retention, backups and purging. Lead the development and implementation of records management policies and procedures in line with industry best practices. Act as liaison on legal matters pertaining to property management including liaison with landlord, ensuring proper safety and security of premises. Oversee the development and implementation of effective communication systems and strategies, the overall IUCMA advocacy program and related quality assurance. Lead the establishment, coordination and maintenance of IUCMA’s participation in IGR consultative structures, while lobbying and advocating for the definition and entrenchment of the IUCMA’s position in such forums. Oversee the provision of sound legal services across the organization to ensure compliance with relevant legislations, such services include but not limited to litigations, contracts and policies. Responsible for the leadership on innovation, governance and management necessary to identify, evaluate, mitigate and monitor the organizational strategies risks. Lead development of IUCMA risk management strategy, tools, practices and policies to analyse and report risks and to manage risks according to a risk management framework. Ensures the organization’s risk management policies and strategies are in compliance with applicable laws and regulations. Establish systems that incorporates the elements of a high-performance organization and strengthen collaborative and interdisciplinary teamwork. Provide leadership to the corporate services team by keeping them informed and engaged, providing ongoing performance feedback, coaching and guidance. CHIEF FINANCIAL OFFICER (NELSPRUIT, HEAD OFFICE) Remuneration Package within salary band D5 (Ref no 02/20/21) Requirements: The candidate must possess a degree in Accounting/ Financial Management. Qualified Charted Accountant (CA) will be an added advantage. Eight (8) to ten (10) years’ experience in finance, revenue and supply chain management of which five (5) years should be in Management or Senior Management level A valid driver’s license. Knowledge, skills and competencies required: Knowledge of Financial Management, PFMA and related legislations, Payroll, Procurement and Supply Chain Management. Key performance Areas: Ensure the Management of financial policies and procedures are in place and adhered to, and in compliant to the PFMA, Treasury regulations and all other relevant Acts and related legislations. Provision of sound financial management to enable the institution to enable it to make informed decision. Provide strategic advice to the institution with respect to financial Management. Oversee the budgeting and expenditure monitoring processes. Ensure full compliance to the PFMA, Treasury Regulations and all other relevant Acts and related legislations. Ensure that Annual financial statements are accurately prepared and submitted timeously to the Department of Human Settlements, Water and Sanitation/ National Treasury and External Auditors as required by PFMA. Ensure the management of institutional budget. Ensure proper management of Assets including asset verification process. Development and reviewal of risk models and the mitigation of risk by suitable policies/ procedures, proper segregation of duties and development of appropriate internal control procedures. Perform any necessary transactions including journals for provisions for inclusion into the management accounts. Oversee the management of the generation of management accounts on a quarterly basis. Address any budget variances in conjunction with Line Management. Provide all necessary deliverables for the external audit. Ensure the Compilation and submission of quarterly and annual financial statements. Provide sound Supply Chain Management to enable the institution to make informed decision. Oversee that the appropriate Supply Chain Management, which is fair, equitable, transparent, competitive and cost effective. Oversee the development, implementation and monitoring of Demand Management, Acquisition Management and Logistics Management Plans. Improve performance and efficacy of the institutional procurement system by ensuring that it is aligned with the National Procurement Framework, Procurement Architecture and Regulations, further that it is responsive to National legislations. Oversee the Development of Procurement plan and Demand Plan Templates. Oversee the Development of procurement strategies for IUCMA. Lead the development of pricing strategies and forecasting revenue from water users. Build sound relationships with water users for sound revenue collections. Generate revenue reports and financial statements for management review. Lead the development of internal controls to support revenue management activities. Review and recommend improvements to existing revenue management functions. Provide strategic advice to the institution in respect to financial management. Advise on strategic financial skills and project management principles. Liaise with relevant institutions and supplier stakeholders on transverse financial issues. MANAGER: STRATEGIC SUPPORT (NELSPRUIT, HEAD OFFICE) Remuneration Package within salary band D3 (Ref no 03/20/21) Requirements: The candidate must possess a minimum of bachelor’s degree/BTech in Public Administration/Management, Public Policy, Development Studies and Strategic Management. Minimum of six (6) to eight years (8)’ experience in strategic support (planning and performance Coordination/ Programme Management/ Monitoring and Evaluation of which five (5) years should be at Middle managerial. A valid driver’s license. Deputizes for and/or represents the chief executive officer of the entity as required. Oversee the development and operation of one or more assigned services programs and/or projects. Develop the Strategic plan and Annual Performance Plan. Manage the consolidation of institution’s monthly, quarterly and annual plans and reports. Conduct research and analyse statistics to enable effective consolidation of the strategic planning submissions. Facilitates interdisciplinary collaborative efforts among senior staff and the development of extramural support. Provides direction and integrative coordination in the planning, development, and implementation of a comprehensive projects. Reviews and ensures accurate completion and timely submission of governmental and other reports as required, with respect to assigned areas of responsibilities. Oversees and monitors performance of assigned operating units to ensure compliance with organisational policy and operating standards. Facilitate and coordinate the performance planning, monitoring and review process. Represents the organization to various institutional divisions as well as externally to professional and community constituencies.
