FINANCIAL SECTOR CONDUCT AUTHORITY (FSCA)
The candidate must have experience in the development and implementation of community educational programmes. Further, the candidate must demonstrate the ability to take initiative, and to interact effectively with senior staff/ industry partners and stakeholders, ability to work effectively under pressure whilst upholding an emphasis on quality.
This position requires the candidate to be proficient in English, Tshivenda / Xitsonga and Sepedi to a level appropriate for public speaking. Key Performance Areas: Assist in managing and implementing FSCA consumer financial education projects efficiently and effectively and within budget • Participate in programmes and activities in the provinces which requires regular travel • Develop and implement community-focussed learning programmes for financial education • Promote and facilitate consumer awareness and education by preparing and distributing consumer financial information • Present at workshops, seminars and exhibitions • Monitor and evaluate programmes and projects • Project management • Coordinate organisation of meetings, seminars and workshops to discuss personal financial management • Prepare proposals and budgets for areas of responsibility • Conduct basic research in consumer financial education with focus on investor education • Prepare and write business reports. SPECIALIST ANALYST INSURERS & RETIREMENT FUND BENEFIT ADMINISTRATORS SUPERVISION REF NO: FSCA 557 Purpose of the Job: To regulate and provide specialist advice and guidance in the supervision of retirement fund benefit administrators. To investigate market conduct issues and assist in the implementation of risk-based supervision. Monitor compliance with the Pension Funds Act, Regulations, Board Notice 24 of 2002, Directives and general FSCA's policy to safeguard the interest of both the members of retirement funds and retirement fund benefit administrators. The person appointed to this position will report to the Manager. Requirements: A Bachelor of Commerce or Law degree with at least 5 year's relevant working experience, preferably in the retirement funds industry. The candidate must have knowledge and exposure to the retirement fund benefit administration industry and an understanding of section 13B of the Pension Funds Act, 1956 and Board Notice 24 of 2002. An industry related qualification or a compliance and risk background will be an added advantage. Key Performance Areas: Assist with the development of a regulatory framework and monitor compliance with legislation to ensure sound and efficient retirement fund benefit administrators and the protection of consumers • Analyse annual financial statements of retirement fund benefit administrators to ensure that proper reporting standards and procedures have been followed • Analyse compliance and annual reports of benefit administrators • Liaise with retirement fund benefit administrators on issues of non-compliance • Support team members with the analysis of regulatory returns and planning for on-site inspections • Assist the Manager with projects and ad hoc tasks • Manage and perform on-site inspections on retirement benefit administrators to ensure compliance with pension fund legislation and produce reports on findings or observations • Liaise with industry stakeholders and manage complex complaints and queries and provide technical guidance to benefit administrators and team members. Other Key Competencies: The candidates must demonstrate the following skills and attributes: A high level of judgment, confidence and decisive approach; problem analysis; report writing skills, good communication and presentation skills, sense of urgency and persuasiveness. The person must be computer literate.
