FINANCIAL AND FISCAL COMMISSION (FFC) The FFC exists to provide proactive, expert and independent advice to promote the Intergovernmental Fiscal Relations (IGFR) System in South Africa, through empirical policy analysis and to ensure the realisation of our Constitutional values. The vision is to provide influential advice to promote an equitable, efficient and sustainable Intergovernmental Fiscal Relations system. CHIEF FINANCIAL OFFICER Ref: 002/2020 Remuneration - R1 251 183.00 - R1 495 956.00 pa (All-inclusive package) Financial and Fiscal Commission (FFC) is seeking to appoint a dynamic, goal driven, and people orientated individual with strong leadership skills who will be a change agent that will share and support the new path and transformation goals of the organisation for position of Chief Financial Officer on a permanent basis. 4. KEY RESPONSIBILITIES The key outputs of the Chief Financial Officer are as follows: • Strategic and Financial Planning: Provide inputs for the long term strategic and financial planning requirements of the FFC. • Financial Risk Management: Monitor financial risks to which the organisation may be exposed. • Internal Control Systems: Implement and monitor appropriate financial and internal control systems to ensure that all transactions comply with legislative prescripts and FFC policies and Procedures. Assist in safeguarding the assets of the FFC. • Financial Reporting: Ensure that the FFC meets it's monthly, quarterly, annual and ad hoc financial reporting requirements to the relevant internal and external bodies and the Chief Executive Officer. • Audit: In partnership with the Chief Executive Officer, coordinate the year-end statutory internal and external audits. • Budgeting: Coordination and monitoring of the FFC Budget. • Payroll Management and Administration: Ensure that all aspects of tax legislation and retirement funding are compiled within the administration of the FFC payroll. • Procurement Services and Administration: Establish and maintain a supply chain management function and policies and procedures that promote sound financial management in the organisation. • Assets Management: Develops policies, maintains, controls and monitors assets in accordance with laws and regulations.
