EDUCATION, TRAINING AND DEVELOPMENT PRACTICES SECTOR EDUCATION TRAINING AUTHORITY (ETDP-SETA) The ETDP SETA seeks to appoint competent, self-motivated and dynamic candidates, with the necessary skills and attributes within the prescripts of the respective professions below:
•5 years proven experience, of which 3 years must be at Senior Management level with a full understanding of the internal audit management environment, compliance and regulations, internal control systems and processes accompanied by knowledge and understanding of best practices and development of frameworks •Knowledge of the standards for the Professional Practice of Internal audit and the Code of Ethics by the Institute of Internal Audit •Vast understanding of the SETA landscape and good knowledge of current affairs •Proven strategic management skills, leadership capabilities and a team player •Experience in a similar position, preferably within the skills development or public entity, with a proven record of accomplishment of strategies and related policies that are developed and implemented across a wide segment •Excellent problem solving skills and ability to balance multiple work priorities •Ability to work under pressure and overtime in order to complete outstanding tasks •Excellent writing and communication skills •Ability to handle sensitive and confidential information with integrity •Advanced numeracy and computer literacy skills (MS Office packages). PROVINCIAL MANAGER: FREE STATE PROVINCE (REF.: 28947/02) Salary: R869 199.84 per annum (Total Cost to Company) Job Purpose: The Provincial Manager will perform a management and oversight role for the ETDP SETA Free State Provincial Office and will coordinate, implement and monitor all programmes, projects and skills development initiatives put in place in the Province by the organisation. The successful applicant will be based at the ETDP SETA Free State Provincial Office, located in Bloemfontein. Qualifications, Experience and Knowledge required: •A 3-year Bachelor’s degree in any of the following: ▪Education ▪Training and Development ▪Public Administration ▪Business Administration ▪Human Resources Management •A relevant Postgraduate degree will serve as an advantage •A professional qualification in Project Management and extensive knowledge in the field •Sound experience in Project Management planning with the ability to prepare, manage and monitor budgets, monitor projects implemented and progress thereof, and must have excellent stakeholder relations and communication skills •A minimum of 5 years proven experience in the Skills Development Sector (ETD Sector) or education-related environment, of which a minimum of 3 years must be on management level in current or past employment •Operational experience in a training, education and development environment will be an added advantage •Advanced computer skills in MS Office packages •Report writing and presentation skills •Sound knowledge of basic financial management which includes a good understanding of and experience in budget and expenditure management with the ability to accurately account •The incumbent must have a good understanding and knowledge of skills development legislation, including the Skills Development Act (SDA), Skills Development Levies Act (SDLA), South African Qualifications Authority Act (SAQA Act), Public Finance Management Act (PFMA), etc. •Thorough understanding of skills development processes, including quality assurance, learnerships and skills programmes •Must be able to plan and organise work, take initiative, work independently and within a team as well as lead the accordingly •Ability to work with and analyse data •Good interpersonal and conflict resolution skills •Able to provide effective feedback and successful execution of on-time skills transfer •Innovative, attentive to detail and accurate at all times •The individual must have excellent problem solving, analytical and excellent interpersonal skills and must have the ability to facilitate on all levels •Adhere to timeframes and meet strict deadlines •Willingness to work outside of official hours •A valid driver’s licence and willingness to travel is essential. PROVINCIAL SKILLS ADVISOR: GAUTENG PROVINCE (REF.: 28947/03) Salary: R580 462.38 per annum (Total Cost to Company) Job Purpose: The successful candidate will project manage and coordinate all assigned provincial projects such as learnerships, skills programmes, internships, bursaries, workplace agreements, support for small/micro Levy paying organisation, communicate scarce and critical skills in the Province and liaise with external and internal stakeholders with respect to all aspects of skills development provided by ETDP SETA. The successful candidate will be reporting to the Provincial Manager and will be based at the ETDP SETA’s Office in Johannesburg. Qualifications, Experience and Knowledge required: •An appropriate Bachelor’s degree in Education, Training and Development, Public Administration, Human Resources Management or Human Resources Development •A qualification in Project Management will serve as an advantage •At least 5 years ETD experience in skills development processes with 3 years Project Management related experience •Sound knowledge of Skills Development legislative frameworks, including the Skills Development Act (SDA), Skills Development Levies Act (SDLA), South African Qualifications Authority (SAQA) Act and Public Finance Management Act (PFMA), etc. •Project scheduling, budgeting and administrative tasks skills •Ability to plan and organise work, using own initiative •Willingness to work outside of official hours and under pressure •Computer skills (MS Office packages) and an ability to work with data •Good communication, facilitation, presentation and writing skills •Good interpersonal skills with the ability to work well within a team and independently •Good conflict resolution skills •Sound report-writing skills •Ability to communicate processes effectively and adhere to timeframes and specific deadlines •Ability to meet strict deadlines •A valid driver’s licence and willingness to travel is essential. EDUCATION, TRAINING AND DEVELOPMENT QUALITY ASSURANCE OFFICER (ETDQA OFFICER): NORTHERN CAPE PROVINCE (REF.: 28947/04) Salary: R466 447.20 per annum (Total Cost to Company) Job Purpose: The successful candidate will assist with the accreditation of providers by administering of accreditation processes and phases and make recommendations. Improve the relationship of the ETDP SETA and the Service Providers through service excellence. The successful incumbent will be reporting to the Provincial Manager and will develop strong working relationships with business units within the ETDP SETA. The successful applicant will be based at the ETDP SETA Office in Kimberley. Qualifications, Experience and Knowledge required: •A minimum of a Bachelor’s degree, ideally in Education, Training and Development, Human Resources Development, Human Resources Management or Public Administration •A recognised qualification in Quality Management/Assurance or an Occupationally Directed Education, Training and Development Practitioner (ODETDP) qualification will serve as an advantage •Possession of the following unit standards: SAQA 115753 and SAQA 115759 will serve as an added advantage •At least 4 years proven experience in the Education, Training and Development environment, preferably in quality assurance, verification of learner’s achievement, assessment and moderation •Good understanding of Skills Development legislation, policies and regulations, Quality Assurance Imperatives, National Qualifications Framework, learnership registrations and skills programmes packaging and recording •Knowledge of QCTO functions and processes •Knowledge of tools, concepts and methodologies of Quality Assurance •Ability to plan, organise work and to work using own initiative •Financial Management and budgeting skills •Research skills, analytical thinking and networking abilities •Advanced computer literacy with MS Office packages and Management Information System (MIS) skills •Ability to meet strict deadlines and willingness to work outside of official hours •A valid driver’s licence and willingness to travel is essential.
