Requirements: • A Post-graduate Accounting qualification and registration as a Chartered Accountant or equivalent • 8 years’ experience in a financial environment of which 5 years should be at management level • Extensive experience in the establishment of administrative systems, budget and cash flow management • Proven experience in financial planning, analysis and reporting • A relevant Masters degree and Information Systems auditing degree/experience will be an added advantage. Competencies and Skills: • Sound knowledge of interpretation and application of legal framework of accounting in the public sector • Ability to interact and operate at a strategic level, formulate and implement turnaround strategies • Excellent interpersonal skills with ability to communicate well at all levels • Meticulous with attention to detail • Ability to exercise own judgement. Key Performance Areas: • Establish financial and strategic control systems • Implement systems and functions of budget planning for the ECGB • Ensure efficient accounting systems and systems of financial internal controls and risk management in compliance with the relevant legislation • Manage and implement the procurement and provisioning system • Manage the Information Communication & Technology function • Ensure the development of relevant strategies, policies, frameworks and procedures for the division • People Management and empowerment.
