EASTERN CAPE DEVELOPMENT CORPORATION (ECDC) VACANCY CHIEF OPERATIONS OFFICER - 5 YEAR CONTRACT GRADE 22 - (Total Cost to Company) The COO will be responsible for formulating policies, managing daily operations, planning, directing and coordinating the operations of ECDC products and services throughout the Eastern Cape region. He/she will manage and monitor all operations within DF&BS, TII, Properties and Strategic Projects and regional offices.
Manage and cultivate existing relationships with investors and funders to secure and expand recurring revenue streams in conjunction with the CEO, Chief Economist and CFO.
Forge strategic alliances with potential partners and key stakeholders in the sector to leverage resources, negotiate, engage and maintain cooperation arrangements. Management of Pre and Post Funding and Investment Support, Property Development and Strategic Projects and Other Commercial Projects Ensure the development and implementation of a Due Diligence for all projects and process in conjunction with the CFO, EXMA and Risk Manager. Provide Pre and Post Investment and/or Funding Support to any clients and projects. Set up and lead a project management office and co-ordinate delivery and implementation of all national, commercial and local projects. Planning, Budgeting, Reporting and measurement Develop the unit business plan annually. Actively participate in the annual report results compilation and other stakeholder engagement platforms. Compile all reports related to all Committees and Board sub-committees. Develop four quarterly operational reports to the Office of the CEO. Provide strategic thinking and contributions into the annual report development for the ECDC. Take corrective actions and provide feedback to all Stakeholder fora and platforms. Build and maintain efficient administration systems, processes and controls for the department. Effective management of suppliers and service providers’ signed contracts against the expected deliverables within timeframes. People and Performance Management Ensure adequate resourcing with capable personnel staffing levels to meet the expected objectives in line with ECDC strategy, policies and procedures. Identify relevant training interventions and ensure that staff is adequately trained and re-trained in relevant departmental functions to be skilled enough to handle protocol, deal with all enquiries professionally. Build, support and motivate staff to be a highly responsive working teams responding to client needs to ensure excellent service delivery. Create a culture of highly motivated and team-oriented workforce focusing on realising the set targets through the ECDC Performance Management System. Ensure that the unit job profiles aligned to strategy and business unit plans are in place for all staff. MINIMUM REQUIREMENTS Master’s degree in Economics/MBA/MBL/Chartered Accountant of South Africa. Minimum six (6) years’ relevant experience. This is a fixed term contract position and the successful candidate will be subjected to signing of a performance contract and verification of qualification.
