COUNCIL ON HIGHER EDUCATION (CHE) The South African Council on Higher Education (CHE) is an independent statutory body established by the Higher Education Act (Act No. 101 of 1997, as amended). As the Quality Council for Higher Education in terms of the National Qualifications Framework Act (Act No. 67 of 2008, as amended) it advises the Minister of Higher Education, Science and Innovation on all higher education issues and is responsible for quality assurance and promotion through the Higher Education Quality Committee (HEQC). The Research, Monitoring and Advice Directorate is responsible for conducting research pertaining to higher education broadly to inform policy advice to the Minister of Higher Education, Science and Innovation, in accordance with the advisory mandate of the CHE; and to provide data and information for monitoring developments in higher education. The CHE is mandated to regularly publish the information on developments in higher education for the benefit of stakeholders. The Directorate furthermore organises research conferences and convenes research colloquia, seminars, and symposia on themes of interest to the higher education sector. Applications are invited from interested and suitably qualified candidates for appointment to the following position: INFORMATION MANAGEMENT SPECIALIST RESEARCH, MONITORING AND ADVICE BASIC SALARY (EXCLUDING BENEFITS) R470 040 – R537 432 PA The CHE seeks a person with appropriate experience and expertise to be appointed to this position. The successful candidates will be reporting to the Director: Research, Monitoring and Advice.
• Facilitating regular data and information management workshops for the CHE researchers and monitoring experts, as well as their collaboration partners.
• Engaging and maintaining excellent professional relations with stakeholders responsible for the relevant national databases, such as Statistics South Africa, the Department of Higher Education and Training, the South African Qualifications Authority, public universities, and private higher education institutions, among others, in order to keep up-to-date with developments pertaining to the databases and the datasets therein. • Participating in national structures responsible for setting regulatory data and information standards and security protocols, and for developing national data and information management policies, as well as guidelines. • Participating in national events such as conferences and other intellectual and professional forums that provide opportunities for participants to continuously develop and sharpen their technical knowledge and skills in data and information management. • Collaborating with staff responsible for ICT, databases, and dashboard within the CHE to ensure that all digital technology-related operations are closely aligned within the framework of the organisation’s overall digital strategy. • Undertaking any other responsibility that would be assigned from time-to-time by the Director: Research, Monitoring and Advice.
Minimum requirements • Honours Bachelor’s degree in Information Systems or related fields such as Computational Sciences, Data Science, Statistics, and Operations Research. Master’s degree in the same fields will be an added advantage. • Five (5) years of relevant work experience, of which three (3) years should have been in a higher education environment. • Above average understanding of research and monitoring processes. • High proficiency in the use of design and statistical analysis computer software. • Above average competency in structured query language (SQL), visual basic applications (VBA), power pivot, data modelling and development of dashboards. • Understanding of databases and database management processes. • Knowledge of regulatory information management standards and security protocols.
