COUNCIL ON HIGHER EDUCATION (CHE) The South African Council on Higher Education (CHE) is an independent statutory body established by the Higher Education Act (Act No. 101 of 1997, as amended). As the Quality Council for Higher Education in terms of the National Qualifications Framework Act (Act No. 67 of 2008, as amended), it advises the Minister of Higher Education, Science and Innovation on all higher education matters and is responsible for quality assurance and promotion through the Higher Education Quality Committee (HEQC). The Management of the Higher Education Qualifications Sub-Framework (HEQSF) and Quality Promotion portfolio seeks to mainstream the Quality Council functions, as outlined in the NQF Act, into the core work programmes of the CHE. The portfolio is therefore responsible for the further development and management of the HEQSF; developing policies, guidelines and frameworks that seek to guide and facilitate the effective implementation of the HEQSF; developing and maintaining a comprehensive database for all higher education qualifications, the associated educational programmes, student enrolments and achievements; coordinating the involvement of the CHE in national and international activities associated with qualification frameworks, quality assurance and promotion; promoting quality assurance among higher education institutions; and developing capacity for internal and external quality assurance in the country. Applications are invited from interested and suitably qualified candidates for appointment to the following position: Director: Management of the HEQSF and Quality Promotion Total Cost of Employment Package: R 1 222 639.00 - R1 340 580.81 per annum The CHE seeks a person with appropriate experience and expertise to be appointed to this position. The successful candidate will report to the Chief Executive Officer (CEO).
▪ Preparing budget bids for all projects and activities within the portfolio annually, following the budgeting guidelines, processes, and procedures of the organisation;
▪ Managing finances and assets allocated to the portfolio in accordance with the relevant policies, processes, and procedures; ▪ Managing human resources attached to the portfolio in accordance with the relevant policies, processes, and procedures; ▪ Actively participating in the processes of strategic and annual performance planning, and in the implementation of the strategic and annual performance plans of the organisation, as part of the CHE Management collective; ▪ Serving in internal management structures and contributing towards creating and maintaining an organisational climate that is conductive to operational excellence; ▪ Representing the CHE at relevant national and international forums; ▪ Engaging and liaising with stakeholders in a manner that promotes and enhances the reputation of the organisation; ▪ Performing other duties as would be assigned from time-to-time by the Chief Executive Officer. Minimum requirements ▪ Doctoral degree from a recognised higher education institution; ▪ In-depth knowledge and understanding of the post-school education and training (PSET) system and the important role that the CHE plays in it; ▪ Knowledge of qualification frameworks, and high-level understanding of the National Qualification Framework (NQF) in general, and the HEQSF in particular; ▪ Eight (8) years’ demonstrable experience in at least four (4) of the following: a) curriculum development and/or review; b) preparing institutional applications for the accreditation of programmes; c) aligning programmes to the HEQSF at institutional level; d) evaluating programmes for the CHE; e) involvement in quality assurance and promotion activities at Faculty and/or institutional level; f) involvement in national CHE-led quality assurance and promotion activities; g) involvement in programmes of regional and/or international quality assurance and promotion networks; h) involvement in quality assurance and promotion work of professional bodies; • Six (6) years demonstrable management experience acquired in a higher education environment, three (3) years of which should be at middle management level; • High level academic writing, analytical and presentation skills; • Demonstrable track record of organising intellectual engagement events such as conferences, workshops, and seminars; • Good understanding of the higher education policy and legislative frameworks; • Good understanding of the roles of professional bodies in the post-school education and training (PSET) system; • Excellent project and operational management skills; ▪ Proficiency in computer skills, including the use of statistical data analysis packages; ▪ Financial and human resource management experience.
