COUNCIL FOR THE BUILT ENVIRONMENT (CBE) CALL FOR NOMINATIONS OF MEMBERS OF THE PUBLIC TO SERVE ON THE COUNCIL FOR THE BUILT ENVIRONMENT The Honourable Minister of Public Works and Infrastructure, Ms P de Lille (MP), hereby invites nominations for new members to serve on the Council for the Built Environment (CBE). The Council for the Built Environment (CBE) is a Schedule 3A Public Entity that reports to the National Department of Public Works and Infrastructure. It is a regulatory body established under the Council for the Built Environment Act (No. 43 of 2000) (the CBE Act) for the purpose of regulating the Built Environment sector and exercising oversight on the Councils for the Built Environment Professions (architecture, landscape architecture, engineering, project and construction management professions, property valuation and quantity surveying) for the purpose of promoting good conduct within the professions, transforming the professions and advising South African government on built environment related issues. Additionally, the CBE has a formal partnership with the South African Council for Planners, South African Geomatics Council, and the Environmental Assessment Practitioners Association of South Africa through a memoranda of understanding.
Requirements In terms of section 6(2)(d) of the Council for the Built Environment Act, 2000 (Act 43 of 2000), the CBE hereby invites nominations from members of the public within the period specified in the notice from the date of the notice, for its sixth term of office. Council members of the CBE must have demonstrable leadership qualities and be committed to the development and transformation of the built environment professions. They must possess knowledge and/or expertise of the following: built environment sector; procurement and any other supply chain prescripts; black economic empowerment and the emerging sector; training, research and development; law, including construction law and legislation governing labour relations; communication, marketing and public relations; project management and financing; accounting compliance and reporting in terms of the Public Finance Management Act (PFMA); managing of public budgeting and expenditure and audit and risk management, including combating fraud and corruption. Due consideration will be given to race, gender, disability and geographic location in the composition of the Council. Preference would be given to persons with either legal; finance; corporate governance or human resource experience to contribute to the strategic direction of the Council for the Built Environment in the interest of the built environment and the public whom they represent. Disqualification The following persons are not eligible for appointment to the Council of the Built Environment in terms of section 8 of the CBE Act. 1. Term of Office The term of office of members will be four (4) years from the date of appointment by the Minister of Public Works and Infrastructure and approval of Cabinet. The Council meets at least four times per annum and the appointed person may be required to serve in sub-committees of the Council. Council members may be reappointed for one consecutive term. Candidates will be subjected to a security screening process.
