COEGA DEVELOPMENT CORPORATION (CDC) SMME TECHNICAL MANAGER: Tshwane Special Economic Zone(TASEZ) ? Pretoria (3 year fixed contract) Contract Position in the Administrative / Office Industry. Salary: Market Related Closing : 28 Jul 2020 Duties: ACCOUNTABILITY The SMME Technical Manager is accountable to the SMME Programme Manager of the Coega Development Corporation (CDC) through the TASEZ Senior Stakeholder Manager. MANDATE The CDC actively promotes the development of SMME contractors during the construction of SEZ Projects in order to address and advance SMME socio economic imperatives and challenges. The CDC has commenced with Enterprise Development Programme/ Contractor Development Programme that seeks to enhance and improve capacity of SMMEs. A SMME Technical Manager is therefore needed to implement and manage the development of small enterprises within the TASEZ project. RESPONSIBILITIES AND OBLIGATIONS In pursuance of this primary objective, the TASEZ SMME Technical Manager will be responsible to: Participate effectively during a Value Engineering Workshop to ensure that organizations SMME target is achieved through breaking down work packages Ensure that Mega Projects are un-bundled to accommodate SMME•s registered on the TASEZ Contractor database. Manage SMME Tendering Process in relation to CDC and TASEZ SMME policies, to ensure SMME specification is incorporated in all Tender documents, attend SMME briefing meetings and participate in the SMME Management Team meetings. Manage Procurement Monitor, Construction Mentor, Administrator and Technical Advisor, and ensure that the SMME processes are carried out in accordance with CDC policies and the processes at all times remain fair and transparent. Monitor, evaluate and manage the Mentorship Programme of all SMMEs on site • the mentorship programme will be implemented by SMME Mentors. Conduct gap-analysis and recommend relevant Technical Training (on site and/or off site) for emerging enterprises and monitor implementation of the training programme with assistance of the SMME Business Development Manager. Manage the implementation of the on-site mentoring programme ; and monitor performance of supported small enterprises Prepare a Technical Enterprise Development progress report on a monthly basis and report to relevant structures. Plan and monitor SMME material requirements per stage, ordering the correct materials, preventing over usage (wastage) and under usage of required materials and ensuring that the Material`s supplier invoice the correct material Ensure Health & Safety Management: ensuring that the Emerging Contractors are compliant on SHE requirements, PPE, Safety registers, updating of safety files and general site safety. QUALIFICATIONS AND EXPERIENCE Bachelor’s Degree or Diploma in the Built Environment or equivalent; 3 years• construction industry experience post diploma; At least 3 years• experience working with construction SMMEs; Business and Technical competence in the SMME development space; Ability to communicate in Tshwane and Sepedi will be highly advantageous; Knowledge of construction industry processes and procedures • relevant legislation and forms of contracts; Construction design and practice for Civil and Building works; Contract Administration; Management of Time, Cost and Quality; IT competency. Driver`s license. EXPECTED OUTCOMES Better understanding and application of the programme by all parties in the SEZ projects. Intense monitoring and mitigation plan to avoid a reactive approach to SMME issues. Improve the TASEZ performance score card.
