CHEMICAL INDUSTRIES EDUCATION & TRAINING AUTHORITY (CHIETA) MANAGEMENT INFORMATION SYSTEMS SPECIALIST/JUNIOR DEVELOPER: CHEMICAL INDUSTRIES EDUCATION AND TRAINING AUTHORITY The Chemical Industries Education and Training Authority (CHIETA) is a statutory body established by the Skills Development Act (Act 97 of 1998) and is a schedule 3A public entity in terms of the Public Finance Management Act. The CHIETA has been established to facilitate skills development in the South African Chemical Industries Sector and its mandate includes: the development and implementation of a Sector Skills Plan promoting learning programmes serving as an Education and Training Quality Authority collecting and disbursement of skills development levies liaising with the National Skills Authority and reporting to the Department of Higher Education and Training on its activities. The CHIETA intends to appoint a Management Information Systems (MIS) Specialist /Junior Developer in the Information and Communications Technology (ICT) Department on a fixed term contract from 1 April 2021 to 31 March 2030 in accordance with the SETA re-licencing period approved by the Minister of Higher Education, Science and Technology. The position is to be located at the CHIETA Head Office in Midrand, Gauteng.

Key Performance Areas: Conduct improvements to the developed MIS (ETQA, SSDD, Mandatory Grants: WSP/ATR submission, Mandatory Grants- Levy Processing, Discretionary Grant), Capacitate end users on the modules, Provide technical support for the utilisation of modules, Provide for maintenance activities associated with the infrastructure. Allow for testing, support the implementation processes with the sector, correct and/or allow/conduct development work. As implementation of the modules processes unfold provide for improvements that may be required of the application and or system. Provide for technical infrastructure support as queries arise. Develop automated systems for SETA supportive functions. Understands and applies Software Development life cycle, different types of development methodologies like: Agile Development, Rapid Application Development (RAD), Joint Application Development (JAD), and Scrum & Systems Development Life Cycle (SDLC). Modifying the software to fix errors, adapt it to new hardware, improve its performance, or upgrade interfaces. Developer must understand different stages of system testing and validation procedures and apply these. Developer should be able to create test scenarios from Business Use Cases with Business via a JAD session. Must be able to produce Detailed Design Documentation explaining system components developed and their purpose within the entire architecture and an understanding of Software Architecture and System Context Design. Ability to conduct JAD sessions on project status and proposals. Ability to work with customers or Business Units on technical issues including software system design and maintenance. Ability to document Standard Operating Procedure (SoP) for technical Team to maintain and resolve technical issues and Preparing Project Status Update Reports and Snag List. Data migration from Oracle Database to MS SQL Server Database. Conferring with business to obtain information on limitations or capabilities. Undertake relevant research. Prepare research reports, Performance Report, Managements Report and Exception Report for related use. Adhere to ICT Set Policy, Standards and Procedures. Assist with Technical Planning and Implementation, Testing/Quality Assurance, Business/Systems Analysis and Project Management. Meet goals and targets that are aligned with those of the organization.
