BREEDE-GOURITZ CATCHMENT AGENCY (BGCMA) The Breede-Gouritz Catchment Management Agency (BGCMA) is an established Public Entity of the Department of Water and Sanitation. The Breede-Gouritz CMA exists to manage water resources responsibly through the continuous engagement with all stakeholders and devolve decision making to the lowest level for the benefit of all water users in the Breede-Gouritz WMA, including the environment. COMPLIANCE OFFICER SALARY: R340 331 per annum excluding benefits. CENTRE: GEORGE JOB PURPOSE: To ensure compliance with the National Water Act, Act No. 36 of 1998 Requirements: An appropriate Diploma/B Degree in Natural Sciences/ Environmental Sciences/Environmental Management/Engineering or equivalent qualification in water resource management and environmental field with 1-2 years’ proven relevant experience in compliance monitoring in terms of the NWA, 1998 (Act No. 36 of 1998) or National Environmental Act, 1998 (Act No. 107 of 1998). A valid driver’s licence is a prerequisite. KEY PERFORMANCE AREAS: 1. Assists to manage compliance monitoring of the water use legislation. 2. Assists on advising all relevant sector bodies on policies and strategies relevant to the unit. 3. Ensures execution of compliance inspections to prevent transgressions on industrial sites and investigate sources of pollution to protect the environment and ensure that companies comply with NWA and environmental regulations on pollution. 4. Ensure compliance monitoring of water regulation by undertaking investigations and make recommendations for license applications. 5. Monitor license conditions for the water use authorisations and V&V confirmations and implement a follow-up corrective actions to ensure compliance with the water use regulation. 6. Prevent transgression by assisting on implementation of the compulsory licenses in the WMA. 7. Provide technical information and support to WMIs. 8. Monitor the environmental flows, eco-systems, and habitant integrity. 9. Ensure water quality objectives are maintained. 10. Serve non-compliance findings letters to enforce compliance of the water regulations. 11. Provide assistance on developing the business plan and strategic objectives for the component. 12. Ensure the monitoring of compliance against the National Water Act, Act No. 36 of 1998 and another regulatory framework. 13. Co-ordinate site inspections and monitor compliance within the Water Management Area. 14. Provide advice and response to compliance related queries. 15. Facilitate investigations of cases and to perform any other function incidental to such investigations. 16. Refer matters investigated to the enforcement team and relevant authority for criminal prosecution. 17. Perform any other functions as determined from time to time by the Agency. Requirements: An appropriate and recognised four-year B Degree in Civil/Agricultural Engineering, B.Eng./ B.Sc.(Eng.). 6 years post qualification engineering experience and compulsory registration with the Engineering Council of South Africa (ECSA) as a Professional Engineer. A valid unendorsed drivers’ license is a prerequisite while experience acquired in the water sector will be an added advantage. KEY PERFORMANCE AREAS: 1. Provide engineering input in the process to authorise water use. 2. Investigate and provide advice regarding registration of Water Use on aspects of the National Water Act. 3. Identification of available water resource and developmental needs. 4. Comparative analysis, optimization, and reporting of feasibility investigations of possible water resource developments. 5. Coordination and processing of inputs from a wide range of disciplines. 6. Assist in the selection, appointment, and control of professional service providers. 7. Capacity building and mentoring of young engineers and technicians within the BGCMA, when required. 8. Demand management and water conservation. 9. Validation and verification of Water Use. 10. Responsible for the assessment of water use licenses taking cognizance of hydrological, environmental, social, and other factors into consideration. 11. Ensure dam safety evaluation, assessment, and monitoring on a continuous basis. 12. Attending and addressing stakeholder meetings on water resource related issues. 13.
