Knowledge and skills: • Practical knowledge of Local Government legislation, particularly the Municipal Finance Management Act, No 56 of 2003, and GRAP • Ethical and professional • Good communication (verbal and written) and negotiating skills. Key performance areas: • Participate in the development of projections for year-end revenue and expenditure as per the received inputs from Management • Participate in the preparation of the draft budget in collaboration with Chief Accountant • Ensure integration of the approved budget in the accounting system • Submit the approved budget to the National Treasury and Provincial Treasury • Prepare budget adjustment returns for submission to Provincial and National Treasury • Extract trial balance and produce financial reports on a monthly basis for distribution to departments • Record all receipts for the month in the grant register and copy expenditure voucher for recognition of income and files accordingly • Reconcile the grant register with general ledger • Update and reconcile retention register, capturer journals on the ledger • Perform any other duties as may be delegated. Knowledge and skills: • Practical knowledge of Local Government legislation, particularly the Municipal Final-Tee-Management Act, No 56 of 2003 and GRAP • Ethical and professional • Good communication (verbal and written) and negotiating skills. Key performance areas: • Prepare schedules, run schedule from payroll system and submit to all 3rd parties after payments have been made to enable reconciliation of schedule to payments • Update the payroll system with revised tax tables in accordance with tax schedules received from SARS • Balance year to date PAYE totals for IRP 5 totals on a monthly basis and annually • Process creditor payments on receipt of invoice from Supply Chain Management Department • Run reports for VAT returns to show schedule of VAT inputs and outputs and prepare reconciliation for submission to Divisional Manager • Prepare creditors' reconciliation and run creditors' report for review and approval by the Divisional Manager • Perform any other duties as may be delegated. TECHNICAL SERVICES DEPARTMENT DIVISIONAL MANAGER: ELECTRICAL Salary: R506165.63 per annum, excluding benefits (Post Level 1) Requirements: • Matric Certificate and B degree/BTech in Electrical Engineering (Heavy Current) • Professional Registration with ECSA (Engineering Council of South Africa) • Certificate of ORHVS will be an added advantage • A valid driver's licence • A minimum of 3 years' Middle Management or supervisory working experience in the electrical engineering field.
