Key requirements: • Bachelor of Science Degree in Civil Engineering/B.Tech Engineering or equivalent • At least five years' relevant middle management experience • 3 — 4 years' most be professional/management level engineering • Project management in Local Government or similar environment • Good knowledge and understanding of relevant policy and legislation • Candidates must attain the minimum competency level in the unit standard for each competency area within 18 months from date of appointment • Good knowledge and understanding of institutional governance systems and performance management |

• Extensive knowledge of the public office environment • Ability to formulate engineering master planning, project management and implementation • Registration with the Engineering Council of South Africa (ECSA) / other relevant professional bodies • Good knowledge of Supply Chain Management regulations and the Preferential Procurement Policy Framework Act 2000 • Valid driver's licence.
Key performance areas: • Integration and coordinating municipal projects; ensuring project compliance with all applicable legislation, policies and legislation applicable to MIG projects • Drafting and implementing the departmental strategic plan in line with SDBIP and taking control of the departmental budget • Provision of sustainable, reliable and affordable infrastructural services to the municipality and stakeholder communities • Overall responsibility for engineering planning with the developmental context which includes PMU and infrastructure development • Ensuring diligent execution of municipal functions and management of the department in accordance with applicable legislation • Managing Council's vehicle fleet • Supervision of the maintenance of low and medium voltage reticulation • Ensuring that the safety regulations in terms of the Occupational Health and Safety Act are enforced • Compiling all technical reports to EXCO and Council.

Key requirements: • Bachelor Degree in Social Sciences/Public Administration/Law; or equivalent • At least 5 years' experience at a middle management level • Good knowledge of Supply Chain Management regulations and the Preferential Procurement Policy Framework Act, 2000 (Act No. 5 of 2000) • Candidates must attain the minimum competency level in the unit standard for each competency area within 18 months from date of appointment • Have proven successful institutional transformation within public or private sector • Good knowledge and understanding of relevant policy and legislation • Good knowledge and understanding of institutional governance systems and performance management • Understanding of council operations and delegation of powers as well as Public safety; and Parks and recreation management • Registration with the South African Council for Social Service Professionals (SACSSP), or similar recognised relevant professional body will be an added advantage.
Key performance areas: • Leading and directing Community Services Department • Responsible for planning, organizing, coordinating and control of all the activities of Community Services that include; LED and Tourism, Social Services (Sports and Library), Disaster Management and Environmental Management and Law Enforcement • Developing, implementing and maintaining policies and programs associated with the department of Community Services • Developing, implementing and maintaining policies and programs for Local Economic Development and poverty alleviation • Responsible for budgeting and expenditure control of Community Services Department • Liaising between rural communities and the Council.

Key performance areas: • Leading and directing Corporate Services Department • Ensuring the Municipality is provided with an effective support services regarding corporate administration, Human Resources, Information Technology, Committees and Legal Services • Managing Corporate Administration functions which relate to the provision of record managements, Council and Committee Secretariat • Managing and facilitating legal services, including updating policies and Council by-laws • Managing the Directorate's budget planning, implementing and budgeting the review to support priorities and deliveries in the context of IDP • Providing visionary and innovative leadership to diverse workforce, to ensure optimal utilization of the Council's resources in terms of implementing its strategic objectives articulated in the IDP and in the fulfilment of its legislative mandate • Managing Human Resources Portfolio in accordance with labour legislation and collective agreements • Providing support and advice to Council and Municipal Manager • Implementing Service Delivery Budget Implementation Plan (SDBIP).

Key requirements: • Relevant degree in Accounting/Finance/Economics or equivalent • At least five years' experience in Finance Management in Local Government or similar environment • Compliance with the MFMA unit standards as prescribed by Regulation 493 of 15 June 2007 as published in Government Gazette 29967 of 15 June 2007 • Knowledge and understanding of financial computer systems • Sound knowledge and understanding of Municipal Finance Management Act, Treasury Regulations and other legislations • Good knowledge and understanding of institutional governance systems and performance management • A proven ability to communicate and negotiate in all spheres and levels of Government • Advanced leadership skills, such as excellent interpersonal skills, managerial skills, strategic focus and ability to review concepts holistically • Ability to work under pressure • Valid driver's licence.
Key performance areas: • Managing and be responsible for planning, organising, leading and controlling all activities of Finance Department • Managing the financial risks, budget and treasury office • Responsible for budget preparation, financial reporting, cash management, debt management, asset management and other duties as delegated in terms of MFMA and also as delegated by Accounting Officer • Compiling financial statements as regulated • Advising the Accounting Officer and Mayor on the exercise of powers and duties assigned to them in terms of MFMA • Ensuring development and implementation of strategies and programmes that will ensure effective, efficient and sustainable financial performance of the municipality • Ensuring implementation of Generally Recognized Accounting Practices (GRAP) • Ensuring implementation of Municipal Standard Chart of Accounts (MSCOA).
