Context of Assignment: The Deutsche Gesellschaft fik International Zusammenarbeft (Gp seek to employ a suitably, qualified individual for a position of a Governance Advisor: Interpreted Planning, Budgeting and Monitoring within the Governance Support Programme (GSP ID. The programme provides technical, policy and process advice to support the South African government in remedying systemic shortcomings. The objective of GSP II is that public institutions and selected municipalities in Mpumalanga and the Eaters Cape provinces implement the Back2Baslcs principles for more transparent, accountable, effective and efficient delivery of public services on local level. The programme's areas of support (outputs) are the following: A. Strengthening capacities for planning, budgeting, implementing and monitoring public service delivery at local level; B. Strengthening of fiscal and financial management (including procurement) for service delivery at local level; C. Strengthening of oversight and accountability processes and bodies for service delivery at local level. |

RESPONSIBILITIES AND TASKS:The Governance Advisor: Integrated Planning, Budgeting and Monitoring is expected to contribute to the achievement of the programme's overall objectives and indicators and particularly the ones related to the outputs of support area (A). Due to his/her physical presence in the Province of the Eastern Cape he/she will on-demand also support the achievement of indicators related to the outputs of support area (B) and (C). The exact contributions and responsibilities will be stipulated in the Programme's plan of operation.
Based in East London the Governance Advisor: Integrated Planning, Budgeting and Monitoring is expected to carry out the following tasks and services:
• Provide technical expertise and process advice to partner organisations and the Programme on capacity development measures;
• Provide advice and technical cooperation support in the design, facilitation and implementation of targeted, tailor-made capacity development measures;
• Design, facilitate and implement Programme support initiatives together with the stakeholders of the respective output areas and take care of interlinkages and interdependencies with the other output areas;
• Facilitate change and capacity development processes in partner organisations;
• Facilitate knowledge sharing within and between the relevant stakeholders and networks;
• Document, prepare publishable products and disseminate information on outputs and impact of the Programme's work;
• Apply Capacity WORKS in the context of the GSP II programme implementation; and
• Other tasks and duties maybe included during the assignment.
Required qualifications, competences and experience
Qualifications
• Tertiary education (University Level) in a relevant field of study such as Social Or Political Sciences, Public Administration, Public Policy, Development Studies, Economics, Law, Planning or similar.
Professional experience:
• A minimum of 5 years work experience as governance advisor or expert.
• Experience in advisory services to senior level public servants and authorities and civil society and private sector stakeholders.
• Experience in project management and monitoring and evaluation.
• Experience in supporting change management processes.
• Working experience (public sector) in the Eastern Cape Province.
Other knowledge, additional competences:
• Proven knowledge of the South African governance political and administrative system.
• Knowledge of the Constitution, relevant legislative components and its interpretation.
• Sound organizational, co-ordination and leadership skills.
• Ability to work independently, flexibility to work on a diverse range of projects with proven results and to undertake occasional long-distance travel by road and by air.
• A valid code 08 (B) drivers' licence.
• Proven intercultural communication competency, proactive, team player; professional and cooperative working style; excellent analytic skills; good writing and presentation skills; experience in change management processes would be of additional benefit; very good command of MS office.

• Extensive experience in Project Management.
