MUNICIPAL MANAGER'S OFFICE
LEGAL AND COMPLIANCES OFFICER
(Task Grade 13) (Re-Advert)
Annual Basic Salary R227 335.00 - R295 089.00
Minimum Requirements: A Degree in the legal field + a minimum of 5 - 6 years' experience in legal, compliance and local government. Good communication skills, verbal
and written. Be computer literate and have knowledge of latest software. Proficiency in English and isiXhosa or Sotho. A Code EB Drivers Licence.
Key Performance Areas: Communicating with tire Municipal Manager on-specific key legal compliance matter that warrant/he attention of the Municipal Manager and other
departments. Analysing the adequacy of current legal approaches and submit reports supporting specific provisions associated with legal interventions. •
Providing advice to management on the legal processes through the analysis and
evaluation of attitudes and needs of the municipality. • Controlling the formulation of new
amended municipal by-law, tariffs and policies through investigation/research of proposals. •
Determining the legality of creation of by-laws and the prospects of enforcing intended by-laws through the assessment of possible legal infringement of any part of
the law. •-Verifying the drafting of by-laws through the application and knowledge of
the law (constitution and other relevant acts). • Facilitating the approval of draft by
laws through effecting the relevant approval processes i.e. forwarding draft to the
relevant Head of Department and the Municipal Manager, publication in newspapers, public
participation on the by-laws, adoption by council and publication in the provincial
gazette. • Determining the exact nature and extent of legal problems referred by heads
of departments and soliciting further 'information from relevant parties and suggesting
Way forward.• Formulating legal opinions and recommend guidelines to resolve issues.
•. Determining practical resolutions to relevant legal problems (labour law, governance
and corporate affairs, etc.) through the application of knowledge of law and where
necessary, referring to legal reference documentation, publications, legislations etc. and
taking into account the legal implications of the problems and the alternative solutions
to either council or other parties.
ASSISTANT MANAGER —HUMAN RESOURCES
(5-year fixed term contract)
Remuneration Package 11504 622.00 pa (All inclusive)
Minimum Requirements: National. Diploma/B Degree in Human Resource Management; Code B Drivers Licence, Interpersonal Skills, Communication Skills,
Report writing and Computer literacy.
Key Performance Areas: Plan; co-ordinate and manage activities of the Human Resources section to ensure the delivery of HR services such HR Planning, provisioning,
administration of conditions of service, personnel Utilisation, labour relations and
skills development. • Develop sectional vision and strategy and ensure implementation
to provide effective service. • Manage performance of employees in the section to
• Ensure optimal work performance. • Plan and manage utilisation of human resources
in order to perform activities. • Develop and monitor systems, policies, procedures and
processes to ensure correct working operations and practices. • Manage 'Human
Resources Section 'of Elundini Local Municipality .to ensure compliance with the
Corporate Services Department Performance Plan. • Develop manage and administer
the Recruitment and Selection Policy to ensure compliance with the Recruitment and Selection Policy of Elundini- Local Municipality: • Promote good and sound labour relations environment to ensure labour stability in the Municipality. 0 Administer the
administration of Employment Equity to ensure compliance with the employment Equity Act. • Manage the training and development function to ensure an effective training system in the Municipality. • Overall management of the Occupational Health and Safety Act. •
Co-ordinate the completion of job analysis and jab descriptions for all staff of Elundini Local Municipality to ensure compliance with the T.A.S.K Agreement. • Develop Human :Resources Policies to ensure compliance with labour legislation. • Interact with representatives from other departments to ensure that the following administrative responsibilities are met.
•.Manage Human Resources Information Systems. • Perform any other related duties as instructed by the Supervisor.
